webio: We don't have an "installer" per se. You either unzip / un-tar the distribution file into a web root, or use .deb packages.
If you don't have root / can't install packages, then tarfile / zip is your only option that I'm aware of.

First config step is to set all the correct URLs and lib paths - usually the "guesses" are correct, So you visit bin/configure, check parameters, then save, set password.
So when you enter bin/configure ... do you get an initial configure dialog - 11 warnings and a "Welcome ... Is this your first time running configure" or something similar.
If you get redirected right away, then something is wrong with your apache config files I'd guess. There is nothing in configure that should redirect you anywhere.
Maybe that site is another site hosted on the same shared hosting server?

gac410webio: Data is in the /data directory, attachments in /pub. The data/System directory has the system documentation. But much of it is needed for use, so removing things from there is at your own risk
data/Main is where users register, and sometimes has other content. data/(make your own web) is for other content.
