Ah if you are using mod_expires to set client cache lifetimes on css, js, gifs, etc. and other pub content, need to reduce the lifetime and "wait out" the current client cache timers.

When the page comes up unformatted, like you have, it's because the css is not being read. And that comes from /pub
bin/viewfile is really slow, and not recommended. But it's a way that foswiki can control attachments. And proves that Foswiki is working, apache is not.
What I did was went to your WebHome, and then Ctrl-u to view source. And randomly picked files like css, or graphics to view directly. Direct request fails, which explains the unformatted page.
Actually you might not want .htaccess writable or world readable. Try making it 440 instead of 644

Any syntax errors in .htaccess (and a missing mod will give syntax errors) will result in a 500.

One thing I'm noticing between my native 1.1.4 on my home server and this upgraded foswiki is that the edit link for EditRowPlugin is a pencil on mine, and the word "edit" on the upgraded one. It's throwing things off because the column with the word "edit" is very wide. About 8 times larger than it has to be. [21:50]
