gac4101.1.4 and before truncates the configure password at 8 characters. 1.1.5 fixes that.
it just doesn't make any sense. bin/configure doesn't do any caching, and should only be used under plain old cgi, so no persistent perl issues. After you deleted the {Password} line from LocalSite.cfg, did it force you to set a new password?

Do you know how foswiki was installed, was it the '.deb' debian style packages? I think those do some symlink stuff into /etc. So if the symlink is lost, you might be editing one file, but using a different.
