Crawford did the CharsetConvertorContrib (http://svn.foswiki.org/trunk/CharsetConvertorContrib) to move existing content to utf-8
I know English is quite unicode friendly, but in case your client has got more languages, i.e. in pdfs and office documents, utf-8 is a better choice to default all of the site to.
