It's MUCH faster, and has tools to detect encoding.

gac410BhargavaSana If you are checking the logs ... I updated ApacheConfigGenerator. The mod_perl config will now survive disabling mod_perl in the server and foswiki will continue to run as a cgi script,
So on debian/ubuntu, you can switch between CGI and mod_perl by a2enmod perl or a2dismod perl

I have a revised bootstrap in the Item14180 branch that could use testing. I've tested it on a number of configurations but more eyes would help. Considering it for 2.1.3
It eliminates the relative /bin/../pub path, handles system with mod_rewrite disabled. and will detect that foswiki is behind a proxy
