uebera||itaki: On first sight, this looks like your missing a Perl dependency (e.g., Sereal). Are you able to access /bin/view/System/PerlDependencyReport?include=all or /bin/configure/? You should find some warnings/errors there. In addition, missing dependencies are shown in your server's logs (always look at these first!)

LoginManger _uses_ the CGI Driver...

serializer:Storable tells CGI to use the perl module Storable to save/restore sessions. Storable is a core part of Perl, so not sure why that is not found.
You might try having them delete all the stale cgisess_* files in the working/tmp directory

I really can't think of any configuration parameter that would have triggered this. If you suspect a configuration change, working/logs/configure.log will show you recent configuration changes. [18:55]
itaki: If you are running the Foswiki 2.1.3 betas or RC, then in lib/Foswiki/LoginManager.pm, there is a line:
use constant CGIDRIVER => 'driver:File;serializer:Storable';
To use the serializer used in prior foswiki releases, you can change this to be:
use constant CGIDRIVER => 'driver:file;serializer:default;id:md5';

I can't find anything else in foswiki that mentions the string "serializer", but I'm just guessing, and this is new in Foswiki 2.1.3
Actually that change in the session serializer was made in 2.0.1. ... I misread the change log. So I have no idea why it would start failing

Alternatively, can you quickly access /bin/configure using your web browser yourself, click on "Show expert options" on the bottom left, select the "Extensions" tab and check whether you see a button labeled "DBCacheContrib"? In case this is installed, you should see a list of settings, starting with "{DBCacheContrib}{Archivist}" (the file LocalSite.cfg contains all these settings in text form). If this shows a value "Foswiki::Contrib::[...]::Sereal" *and* the Sereal package is not installed, this would result in the error message you're seeing now. [19:33]

Quick test would be to click reset, save the changes, and--if possible--restart your web server. Afterwards, check whether your site works again.
Explanation: The current setting "[...]::Archivist::Serializable" should be *invalid* ("abstract class servig as a common base for Segmentable and Sereal archivist")
