gac410daemon, foswiki does need an http server to pass requests to the backend, and also (usually) to serve files.
fcgi can run over an ip socket so I suppose in theory you could have the server on one host access the fcgi backend on another. I've never tried it.

nothing we do is tied to apache, it's just our default probably mostly due to inertia

I figured out a short while ago I could actually do vps's with 4 cores, 4G of ram and 200G of SAS hd space for less than 10 euro a month using hetzner as a host
and make 100% on them
not that I would but still nice BSD actually has a capable vm solution now days
