You appear to be using perl 5.22 on your new server, which is stricter about regex syntax. Newer code fixes these issues, although you appear to have other issues as well

These are the steps my script does:
1. rsync -a $OLD_WIKI_DIR/data $NEW_WIKI_DIR/
2. rsync -a $OLD_WIKI_DIR/pub $NEW_WIKI_DIR/
3. cd $NEW_WIKI_DIR/tools/ && ./convert_charset.pl -a -web=$web_to_convert -encoding=cp1252
repeat step 3 for each $web you want to convert
you might want to modify step 1. to just transfer the webs you need, i.e. I did not sync Sandbox web or Trash web for example
