Allowed says that the person running the script has to set a parameter to request it be created.
Sometimes you don't want to gather statistics on some webs. So if you want to intentionally omit webs, you don't want to set Always
See System/SiteToolStatistics There is a form there where you can run stats for a web, and set the checkbox to create the topic if missing.

Now that 1.2 and Release01x01 are running utf-8, you could even paste in your example path.
I suppose a common example might be /var/www/<utf8-website-name/foswiki I'll have to try it.
however, at this point, my apache doesn't like utf8 directory even for serving html content :(
but I think that utf8 (accent) will be more present in the futur on the web.. so need to be "ready" :)

it's possible you have an old accound (twiki) which can make something in trouble
mailnotify is not a complicated script
it's need : email enabled (which seems to be your case, because you receive mail)
and parse the wiki directory...
for debuging, ask in console (but best is to do with the httpd user (as www, www-data, depending your OS, configuration and so one)
by ask I mean call mailnotify
and for finished
if you have some template miswritten
It give you the errors and not the topic expected
